Will Hallisey

Principal

Will Hallisey is a Principal at J2 Venture Partners. Prior to joining J2, Will served on the staff of the National Security Council, where his work as Special Assistant for Asian Affairs included priorities in areas such as biotechnology, privacy, human rights, and AI. While completing his Master’s Degree in International Policy at Stanford University, Will worked on venture creation at NEA on critical materials-focused initiatives. Additionally, Will led analysis efforts at the intersection of innovation and national security for the Stanford Institute for Human-Centered AI and the Stanford-Hoover Semiconductor Working Group. Alongside his colleagues, Will also conducted capstone research in partnership with NATO’s Innovation Unit to design implementation strategy for the alliance to accelerate the adoption of biotechnology and life sciences solutions and scale leading-edge technologies integral to international security.

In addition to graduate internships at firms including Geodesic Capital, Alsop Louie Partners, and America’s Frontier Fund, earlier in his career, Will led research for Georgetown University professors on technology transfer and innovation base development and was part of the business development team at a startup acquired by LinkedIn.

Will has been recognized for his work across technology and national security, receiving citations for Outstanding Service in National Security and being selected as a Project on Nuclear Issues (PONI) Nuclear Scholar by the Center for Strategic and International Studies.

Will holds a B.A. from Georgetown University and a M.A. from Stanford University.
